Retention of Students
Administrative Procedure
In order for a child to be retained at any grade level, the following guidelines must be followed:
1. Parents must be notified no later than February 1, by the school principal. Under no circumstances should the initial contact relative to a school retention be made by the classroom teacher. Parents must be contacted as soon as it is determined that school retention is a possibility.
2. Any child for whom retention is being considered must be reviewed by the Pupil Placement Team, including the child’s regular classroom teacher and any specialists working with that child.
3. Parents must be advised that retention is being considered, prior to any individual evaluations specifically for that purpose, and parents should receive written notification inviting them to participate in any Placement Team meeting to decide for or against retention.
4. Once written parental permission for testing has been received, individual evaluations by qualified staff or consultants should be performed as soon as possible, with written results made available to parents.
5. The type of individual evaluations may vary with the child, but must include one or more of the following:
a) Individual achievement testing;
b) Individual perceptual-motor assessment;
c) Individual intellectual assessment;
d) Individual language assessment;
e) Individual psychological assessment;
f) Other individual assessment.
6. In addition, written comments from the child’s classroom teacher(s) must be on record prior to the decision being made, as well as written comments from any specialist who worked with the child.
7. Parents must be in agreement with the decision to retain their child. If parents are not in agreement, the child except in a very extraordinary situation will be promoted. If parents are not in agreement, they must sign a statement to the effect that the school’s professional staff has advised school retention but the parents do not agree, and that in accordance with wishes of the parents the child has been promoted. The Superintendent will review those cases where parents disagree before he grants the waiver.
