POLICY STATEMENT
DEVELOPMENT OF POLICIES
Proposals for new policies or revisions of existing policies may be initiated by any board member, the superintendent, employees of the board, students, or residents of Epsom. It shall be the policy of the board to encourage the participation of any of these individuals/ groups in policy-making for the school district. Any such proposals shall be submitted in writing to the superintendent for referral to the board.
The written proposal shall include a brief statement of what is being proposed and why the change or additional policy is deemed necessary.
If the board determines, in accordance with its policy development procedures, that a change should be made or a new policy adopted, the proposer and a reasonable number of associates, if any, may be requested to confer with the board to explore the proposal in more details. The superintendent shall be a participant in any such process and his/her advice and counsel shall be sought.
The board may, at its option, seek the advice and counsel of other individuals and groups at any time.
If the proposal is accepted by the board, the board shall direct the superintendent to draft or revise a policy statement and administrative procedures if necessary. The draft shall be considered by the school board for modification during at least two business meetings and then a vote regarding final approval may be taken.
All approved policies shall be maintained by the superintendent and disseminated to the board, principal, and other parties as appropriate.
When, in the opinion of the superintendent or the board, there is a question about a policys conformance to federal and/or state statute, the advice of counsel shall be sought.
