PEMBROKE SCHOOL BOARD             PUBLIC HEARING/SPECIAL EDUCATION TRUST

ATTENDANCE:  Tom Haley, Clint Hanson, Tammy Boucher, Rick Mitchell, Ry Weisiger, Peter Warburton, Mona Sandberg, Mike Reardon, Deb Bulkley, Sandy Valine (recording secretary), Darryl Borgman, Susan Cowan, Grace Forest,

 

1.       CALL TO ORDER    

Chair Clint Hanson called the public hearing to order at 6:30 PM in the library at TRS.      

 

2.       IMMEDIATE BUSINESS

          A.      OVERVIEW

The purpose of the special education trust fund public hearing is to gather information regarding money in the trust fund.

 

          B.       PUBLIC QUESTIONS/COMMENTS

The chair would like a motion to move $ 265,000 to cover special education expenses for the year.  This would leave the account open with approximately $2000.  The Road Way Trust has been discontinued. Road way trust may need to be used to cover additional special education costs.  The road way trust fund will be transferred to the special education trust.

 

Mr. Borgman inquired about the total special education costs for the district. 

Mr. Haley stated that the costs are $4.5-5 million for the current year.  Approximately $4 million was placed in the budget.

 

Mr. Hanson presented a review of the school board and municipal budget committee recommendations.  The deficit appropriation was originally much higher. 

Mr. Haley stated that a number of significant, unanticipated placements have been realized by the district.

 

Mr. Hanson clarified that the vote at the District Meeting was to discontinue the Road Way trust and transfer those funds to Special Education Trust.  Additional funding decisions will need to be considered closer to the end of the fiscal year- June 30.

 

Mr. Haley would like recommend that the district build up the Special Ed trust fund up again through potential surpluses that might arise in the future. 

 


C.       SCHOOL BOARD ACTION

A motion to close the hearing was made at 6:40PM by Mr. Weisiger and seconded by Mr. Mitchell.

A motion to transfer and expend $265,000 from the Special Education Trust Fund to cover special education expenses for the 2007-08 school year was made by Mr. Weisiger and seconded by Mr. Mitchell.

3.       ADJOURNMENT

A motion to adjourn the public hearing was made by Ms. Boucher and seconded by Mr. Weisiger at 6:52 PM.
