      B.  District Meeting Planning

Chair Clint Hanson reviewed the current revenue estimates.  The school board discussed information obtained from the press regarding a budget proposal from Governor Lynch which would change current law and increase each school district’s current aid by a flat 5%.  Board members noted that no official documentation or detail regarding this plan has been received.  It is unclear if circumstances which are part of the current aid formula, such as special education obligations, would be factored into this proposal or if it would also impact the “state property tax” formula.

Tom Haley noted that the current revenue projection comes directly from the Department of Education based upon current state law.  The SAU business administrator had previously contacted the D.R.A., D.O.E., School Boards Association and School Administrators Association to determine if any of these agencies could recommend a more accurate revenue projection.  Each had advised using the November 1 D.O.E. figure in the absence of any other definitive number.

The School Board calculated that, using the worst know circumstance, the school tax rate estimate would change from a negative $.58 to an increase of $.40 over current.

The consensus of the School Board was to move forward to the district meeting prepared to share this information with voters and advocate for its recommended budget.
