MINUTES OF MEETINGS

 

PRESENT

1.         Call to Order

 

            The meeting was called to order at 6:14 P.M. by Barbara Doughty.

 

            Pledge of Allegiance

 

            Gordon Ellis led the Board in the Pledge of Allegiance.

 

2.         Immediate Business

 

            A.        Citizen’s/Staff Comments: None

 

            B.        Fields Update-

 

                        Mr. Connors passed out DES paperwork that deemed some of the fields as wetlands. Ms. Doughty inquired about ponds in the area and if the aerial photo pointed the field to be on the other side. It was discussed that it was not. Mr. Riel passed out paperwork for a plan to repair the fields. Mr.  Riel stated that he looked at the fields. They did not have done what had previously been spoken about. Mr. Riel called Billy Gelinas from Advanced Excavating and told them to take out the silt. That was not was done. They came back and silt was done. They deposited silt on the roadway. Advanced Excavating took four loads out of the area. The second time they took out serious material and dumped it over the fence line. Hillside is moving in and will finish up the fertilization. Hillside looked at the baseball field. They found more silt on that end of the fields. The quote Hillside gave was based on building a brand new field. Their initial quote was $6300, and their new quote is $10,800.  The increase is due to additional excavation.

 

                        Tom Rouillard spoke about proposing to save the fence using a tension wire. The quote he was given for tension wire cost $10,018.   This additional work would be above and beyond what Beeline wanted to do. Mr. Riel stated that this type of fencing was not recommended.  It was asked whether a berme could be put in. Mr. Ellis answered was yes it was a possibility and the quote he received was $6300. 

 

 

                        Mr. Layne Thomas, who works for Jones and Beech Engineering, stated that his company spoke to Mr. Showers from Hillside. It was suggested by the parties that we should continue trying to save the field as best we can. He also recommended recreating a wetland area or a conservation area. Mr. Thomas stated that a conservation area has a 10 to 1 ratio. 

 

                        There was question to review the initial FEMA funding amount. Ms. Doughty stated the initial was around $31,000 originally dispersed in two increments. The amount of $15, 865 was approved to be spent. There was $10, 800 proposed for tonight.  There was a review of previous bills to determine how much has previously been spent. In calculating the overall cost thus far is  $10,490.03 with an outstanding bill of $4,000 for the first invoice. Ms. Doughty stated that the total of $16, 570.70 is remaining amount of FEMA funding.

 

                        It was proposed by Deane Kellison that a survey would be necessary.  Mr. Thomas stated that in order for a total land survey it would take a great deal of research. 

 

                        In reviewing the benefits of the berme, it was stated by Mr. Ellis that it would only take a few days to be completed. 

                       

                        A motion made by Mr. Ellis to spend $6800 to build a berme pending approval of DES. The motion was seconded by Ms. Doughty.

                        Mr. Yeaton made a motion to spend $4,000 for repairing the soccer parking lot and roadway. Mr. Ellis seconded it.

                        Further discussion ensued regarding funds remaining available.

 

                        A motion was made by Ms. Doughty to bring Mr. Yeaton’s motion to repeal last vote of $4,000 to repair soccer parking lot and roadway repair. Motion was seconded by Mr. Ellis:

                        A motion was made by Gordon Ellis to allow Hillside landscaping to do fieldwork up to $6,300. The motion was seconded by Barbara Doughty.

            C.        Student Matter

 

                        At 7:31 P.M. a motion was made by Barbara Doughty, seconded by Bill Yeaton, to enter non-public session under RSA 91-A:3II(c) to discuss a student matter.  On a roll call, the Board voted:

                        At 8:13 P.M. a motion to end the non-public session was made by Barbara Doughty, seconded by Dave Goulet.  On a roll call, the board voted:

                        Chair Barbara Doughty noted that no action was taken in the non-public session.

 

                        A motion was made by Dave Goulet, seconded by Deane Kellison, to stop payment of tuition for two students currently enrolled at Pembroke Academy based upon results of a residency investigation finding them residing in Bow, and further to seek repayment of expenses incurred for the students’ education from the beginning of school through November 20, 2007.

                        A motion was made by Deane Kellison, seconded by Dave Goulet, to stop payment of Pembroke Academy tuition for two students effective November 20, 2007 based upon results of a residency investigation finding them residing in Bow.

                        The School Board instructed Tom Haley to correspond with the parents and inform Pembroke Academy that tuition would no longer be covered by the Epsom District.
